SUMMARY:A Conversation on the Joy of Intellectual Travel: Pursuing Japanese and Comparative Legal Studies -- Curtis J. Milhaupt
DESCRIPTION:East Asian Legal Studies Event: \nCurtis J. Milhaupt\nWilliam F. Baxter-Visa International Professor of Law\nStanford Law School\nSenior Fellow\, by courtesy\, Freeman Spogli Institute for International Studies \nIf you are interested in pursuing academic research or a legal career related to Japanese law or comparative legal studies\, we warmly invite you to a conversation with Professor Curtis Milhaupt from Stanford Law School\, along with other like-minded students and HLS faculty. What are the potential pathways for students to pursue these interests\, in academia or in legal practice? What is the future direction of the field? We welcome attendees—particularly students and early-career academics—to share their reasons for being interested in Japanese and comparative legal studies\, and their professional goals. \nA light lunch will be served. Registration is required. Please use this form to register. As space is limited\, we recommend that you submit it soon. This event is limited to HUID holders. \nCurtis J. Milhaupt is an internationally recognized expert on comparative corporate governance\, the legal systems of East Asia (particularly Japanese law)\, and state capitalism. Prior to his Stanford appointment in 2018\, Professor Milhaupt held chaired professorships in comparative corporate law and Japanese law at Columbia Law School\, where he served on the faculty for nearly two decades. Prior to entering academia\, Professor Milhaupt practiced corporate law in New York and Tokyo with a major law firm. He also conducted graduate studies in both law and international relations at the University of Tokyo on fellowships under the auspices of the Japanese Ministry of Education\, the Social Science Research Council\, and the Japan Foundation. \nThis event is co-sponsored by the Program on U.S.-Japan Relations. \n  \nMonday\, November 2\, 2026 12:20-1:20pm \nWCC 3011\, Wasserstein Hall\, Harvard Law School

SUMMARY:Networked State Capital in China's AI Ecosystem -- Curtis J. Milhaupt
DESCRIPTION:East Asian Legal Studies Talk: \nCurtis J. Milhaupt\nWilliam F. Baxter-Visa International Professor of Law\nStanford Law School\nSenior Fellow\, by courtesy\, Freeman Spogli Institute for International Studies \nProfessor Milhaupt will discuss “Networked State Capital in China’s AI Ecosystem\,” his current joint project with Liwen Lin\, Associate Professor at the University of British Columbia\, Allard School of Law. \nSelf-reliance and technological resilience in artificial intelligence are national priorities of the Chinese party-state. Yet most of the key players in China’s AI ecosystem – including major platform and technology groups designated by the government as members of the “AI National Team” as well as AI unicorns – remain privately controlled at the apex of their corporate groups. If AI is a strategic priority\, why are many of the leading players not subject to apex-level state ownership and hierarchical administrative control traditionally associated with Chinese state capitalism? \nUsing corporate registry data\, the article maps where state-affiliated capital enters otherwise private technology groups and AI unicorns. The analysis shows that state capital is positioned at multiple points within AI ownership\, investment\, and deployment networks\, typically in subsidiaries below the apex. Some of these positions create durable channels through which the development of technology\, pilot projects\, standard setting\, and deployment can be coordinated with policy priorities. \nThe article conceptualizes China’s approach to state capitalism in the AI sector as a networked system of state capital and institutionalized state-private encounters rather than a binary divide between state-owned and private firms. \nCurtis J. Milhaupt is an internationally recognized expert on comparative corporate governance\, the legal systems of East Asia (particularly Japanese law)\, and state capitalism. \nA light lunch will be served. Please register here. Registration is not required but appreciated\, for planning purposes. \nA Harvard ID is required in order to enter Harvard Law School buildings. If you have questions\, please contact eals@law.harvard.edu in advance of the event. \nCo-sponsored by the Berkman Klein Center for Internet & Society. \n  \nTuesday\, November 3\, 2026 12:20-1:20pm \nWCC 3019 (Wasserstein Hall\, 3rd Floor)\, Harvard Law School

SUMMARY:The Platform State: How China Governs Innovation to Achieve Tech Supremacy -- Angela Zhang
DESCRIPTION:East Asian Legal Studies Talk: \nAngela Huyue Zhang\nProfessor of Law\nUniversity of Southern California\, Gould School of Law \n  \nProfessor Zhang will discuss “The Platform State: How China Governs Innovation to Achieve Tech Supremacy\,” her current joint project with S. Alex Yang\, Professor of Management Science and Operations at London Business School. \nChina’s innovation economy presents a puzzle.  In recent years\, the country has emerged as a leader in fields ranging from advanced manufacturing to artificial intelligence and biotechnology. Yet technological success has not consistently translated into financial success for Chinese firms. Across many high-tech sectors\, even leading companies operate on razor-thin margins\, while others incur substantial losses. \nTo resolve this puzzle\, this talk conceptualizes China as a “platform state” that governs innovation by orchestrating an ecosystem composed largely of relatively autonomous yet highly interdependent firms. This model of governance follows three strategic principles that make China resemble a platform company: prioritizing ecosystem orchestration over picking winners\, embedding control in key interfaces alongside selective ownership\, and scaling first and capturing value later.  While China is not the first to adopt platform strategy to spur innovation\, it stands apart in combining strong state capacity and domestic scale needed to cultivate a vast innovation ecosystem with substantial discretion over how its gains are distributed and deployed. \nLaw is central to the platform state model\, enabling experimentation and expansion while maintaining order in the innovation ecosystem. By shifting the unit of analysis from individual firms to the ecosystem as a whole\, the platform-state framework advances a new organizational theory of state capitalism and broadens the conventional scope of industrial policy. It also offers a more nuanced account of Chinese institutions and contributes to a richer understanding of the functions of law in China. \n  \nAngela Huyue Zhang is Professor of Law at the University of Southern California\, where she writes and teaches at the intersection of law\, technology\, and geopolitics. Her research examines the institutional dynamics of regulation and governance\, with a current focus on the U.S.–China tech rivalry and the global regulation of artificial intelligence. Zhang is the author of two award-winning books: Chinese Antitrust Exceptionalism: How the Rise of China Challenges Global Regulation (Oxford University Press\, 2021) and High Wire: How China Regulates Big Tech and Governs Its Economy (Oxford University Press\, 2024). Prior to joining USC\, Zhang taught at the University of Hong Kong\, NYU School of Law\, and King’s College London. Earlier in her career\, Zhang practiced law for six years in Asia\, the United States\, and Europe. Zhang received her LLB from Peking University and her LLM\, JD\, and JSD from the University of Chicago Law School. \n  \nA light lunch will be served.
